Well he's not TOO forgiving. Granted he gave Freeza a chance to live and escape Namek, but when Freeza threw that mercy back in Goku's face...well...
He gave Freeza a chance. He blew it. Goku was just going to leave Namek(Hopefully) and Freeza just live in shame.

That doesn't detract from his goodness. He already had no reason to spare Freeza in the first place. Just the fact that he even thought of it says volumes after everything Freeza did.
