No he wasn't. He was acting weird to prevent someone from destroying a planet. With his wife and child(Don't know if he think of the Z fighters as friends) on there. Goku even said that he respected him for that(Subs might be inaccurate). Vegeta getting made at Birsu for slapping Bulma was not OOC. Cell killed Trunks and Vegeta attacked. Vegeta blew himself up for his family and Kakarot. So how is it different now? Vegeta is not the selfish dick he once was. He got a family now and actually care for people. He been like that since Boo Arc...hell even late Cyborg Arc.
About the review: Decent review. I think a few things should have been talked about more such as the plot(Could have been a small quick summary) and the characters of the movie.

Vegeta was doing something "OOC" on purpose. Vegeta is not a selfish dick for once. He trying to save everyone. Also this is great for Vegeta's character. In the past Vegeta would attack(Even if he new how to sense and he was weaker) but now Vegeta is not attacking but trying other ways to prevent an issue.

Vegeta OOC hasn't blown up yet to the levels of the other really controversial stuff, so there won't be a code for it (Also I'm not feeling gold as a colour to describe this). Also CODE PURPLE is already being used.
