Power level of Pan ?(DBZ)

It's hard to tell, really. Her most impressive feat is the flying around the world thing, but like others have pointed out, her ease in doing so can vary depending on which flight technique she's using. THAT probably depends on whether it was Gohan or Goku who taught her how to fly, and I'm betting it was the latter.

So if that's the case, to fly around the world multiple times so relatively easily, I think she'd have a power level within the tens of thousands at least (the idea of her going toe-to-toe with members of the Ginyu Force is fun to imagine). I wouldn't personally put her much higher than that yet, though. The young Goten and Trunks got as strong as they were by being mastered-by-default Super Saiyans and play fighting a lot, but Pan is still several years younger than them, is not a Super Saiyan (yet), and has most likely started her training under Goku only very recently.

I'm probably going to be in the minority on this, but I've honestly never seen her as going past 1000 if even that... I mean sure she flew around the world, but didn't Goku swim across the opposite side of the world to get to the 22nd Tenkaichi Budokai? I mean it can't be that difficult given that we see characters with power levels far less than 1000 such as the Piccolo being able to keep up with kintoun back when he was flying with Goku to fight Raditz. I mean she's only 4 years old at that point and it doesn't look like she's had to go through any extreme training like Gohan, Goten, and Trunks. Even Gohan had a power level of only like 1 when he was her age with the exception of the rage boost which boosted him up to over 1370.
