Dende says he can upgrade Shenlong to grant 3 wishes like Porunga. When asked if Shenlong can still revive multiple people at once, he says the dragon would only be able to grant 2 wishes then. This isn't supposed to mean that Dende lowered the wish number to 2 so that the dragon can revive more people, it just means that Shenlong can can grant 3 wishes UNLESS one of those wishes is to revive a large group of people. A wish that big drains too much energy, so there is only enough for one afterward.
