How strong was Fat Buu upon hatching?

Despite him expelling steam, Fat Buu's massive increase in power wasn't noted(by anyone) until after he attacked Dabra with the eye-gouge+kick combo. That considered, it seems like Fat Buu was definitely suppressing his ki initially, which is why the noteworthy Z Fighters weren't really concerned by his power when he first hatched. However, when Buu tapped into his deep reservoir of ki to attack/own Dabra, the Z Fighters caught a glimpse of his true power, and damn-near crapped themselves.

I'd think Gohan with his shocked expression is quite clearly intended to be him realizing Fat Buu powering up hugely.
Besides I really doubt no one claiming anything about his power until after the attack means, that Fat Buu hadn't powered up. It didn't make sense to put in dialougue at that point given Fat Buu was about to demonstrate his power anyway and the chapter was running out of pages.

If it means I have to chalk it up to coincidence, then so be it, because it always seemed incredibly simple to me; Gohan says Fat Buu isn't all that, Fat Buu releases steam, Gohan's expression is that of clear shock, which we then see justified by Majin Buu kicking Dabra's ass.
Why else is Gohan given that expression? Come on now it isn't because he's always been scared of smoke or something. We see Buu kicking ass straight after and that makes it pretty clear what Gohan was reacting to. I just don't understand how you could reach your conclusion. If your theory came first and you are then trying to fit it in with, what we see or if that's genuinely how you always saw it.
I just can't understand that and with that it's probably best I just end it here.

I'm reaching my conclusion by recalling exactly what we saw in the manga.

Buu hatches, the Z Fighters mock his power. Buu expels steam, no power increase is stated. Buu attacks/owns Dabra, and Gohan/Goku/Vegeta(along with Trunks/Goten) immediately comment on the huge spike in power they just sensed from him. My opinion is simply that Buu didn't really tap into his reservoir of power until the moment he began attacking Dabra. Imo, it's rather clear that was the case, given the statements made by multiple Z Fighters just after said ownage occurred. /shrug

Eh, I have to agree with dbgtFo. I think Gohan's reaction shows that Boo's power exploded right after the steam was released. Also, later when Vegeta mocks Fat Boo, he does the same thing there and Krillin immediately notes how his Chi just went up. I doubt the process was any different there.

I think Fat Buu was suppressing his power when he first awoke. Initially, Goku/Vegeta/Gohan weren't overly impressed with his power--but when Buu attacked Dabra with an eye-gouge+kick combo, he tapped into the deep reservoir of power he was hiding without even formally powering up(he didn't expel any steam prior to this),
