After it ending would have been the tenth year( of Tankobon releases, 11th year of serialisation) because volumes 40, 41 and 42 all came out in the tenth year. You are interpreting after it ended as "immediately after it ended". Obviously it doesn't have to mean that.
Anyway, I don't see what the problem is with Dragon Ball being the second best in terms of sales. This topic seems to be a topic in denial of that, like that even matters that much.

I'm not denying it is second best in terms of sales. What I'm saying is it possibly wouldn't be that way had it got more volumes.

Which, honestly, just sounds like making excuses for Dragon Ball, since that's not the only relevant factor.
We could also say that if One Piece had started in 1984 like Dragon Ball, it would have much more millions in sale... We could also say that if One Piece was as big internationally as Dragon Ball is (because it isn't, almost all of One Piece's sales are from Japan, even Naruto sells more over-seas than One Piece), its over-seas sales will be significantly bigger than they are, etc, etc.

Toei stated themselves on their website that Dragon Ball sold 230 million copies worldwide when they were promoting Battle of the Gods. There's no more official than that.
This is really just me nitpicking, but the "most official" source for the purposes of this discussion would be Shueisha, the actual publisher of the manga who holds all the important rights and trademarks, and licenses them out to companies like Toei to create adaptations. I'd imagine it was probably Shueisha that provided Toei with the 230 million number, since there would be zero reason for Toei to have detailed, up to date sales information for the manga just lying around when their business is with the anime.
