There's never been an actual, given answer of "Why didn't it come out?" but...

Ultimate Butoden came out at a weird time. The 3DS was coming out at the exact same time. Yeah, there was a HUGE install base on the original Nintendo DS, but the push to the next system combined with absolutely out-of-hand, rampant piracy for the original DS (via R4 cards and the like) probably contributed to, "Ehh... let's just not bother."

5 bucks says this gets localized as Dragon Ball Z: Extreme Budokai.

For the first time, Bardock was one of the first characters confirmed in it. That was really something.
Though I don't pay much attention to 3DS games, I'm looking forward to it, let's see how good it can be. :)

Wait, I just saw a slightly higher res version of the scan, is the game sprite based? That's pretty cool if so, though kind of an odd choice after the last Butouden and since they could have used the Dragon Ball Heroes models to cut down on the work load.

Don't happen to have a link to that better version of the scan, do you?

Thanks! It is better enough that I can see what TheDevilsCorpse was talking about though. I definitely do see Kid Oob there, not to mention Pikkon Chilled, and a ton of others. Heck, I even see the Budokai Announcer on the field?! This...this game has definitely caught my interest with just it's announcement.

Guess I needed something else to be hyped about once Xenoverse is in anyway.

Or Tenka'ichi, glad I wasn't the only one who thinks they'll change the title if it comes over stateside.

Yeah, the character roster is already looking pretty awesome, I was pretty upset that Paikūhan isn't in Xenoverse so it's pretty awesome to see him here. I'm also interested in Chilled being playable in a fighter too. Hopefully the gab between the Japanese and wester release isn't more than a month, I already want this game!

I'm glad that they are trying 2D sprites again, although the sprites' style look more like Hyper Dragon Ball Z than the anime itself.
The portraits (bottom screen of the 3DS) do look like the anime though.

I'd like to see sprites like that, looking like the anime. I think it would feel a bit like "controlling" the anime in a new way.

Is this the first time Chilled is a playable character in a fighting game or no?

Not to crush anyone's hopes or anything, but it's entirely possible that Chilled could be in the game but just as a support character rather than a fighter, so to avoid disappointment it might be best to keep expectations low at least for now. I'd love for it to turn out he's playable though.

I believe so. We've gotten Super Saiyan Bardock a fair few times so far, but they kept skipping Chilled for whatever reason.

The only other video game he was in was Heroes.

Wow, awesome! I picked up a Japanese New 3DS, so I'll import this for sure. I still hope it gets localized though, I'd probably buy it a second time if so.
I think I'll be buying assorted Dragon Ball things for the rest of my life.

Yes. And if this game actually makes its way to Western, this would mark the first time Chilled is playable for us.
Well... I would like to play as Chilled in "my" PlayStation 3 (or 4 if I ever get one).
I believe so. We've gotten Super Saiyan Bardock a fair few times so far, but they kept skipping Chilled for whatever reason.
Though I must say Super Saiyan Bardock is playable in a fair good game since his debut in 2011 now, in Xenoverse.

I'm hoping that this game comes out in the US if the demand is big enough. I guess Ultimate Butouden didn't get a US release because Namco Bandai America didn't think it will sell well given how past DBZ games on the handheld like GT Transformation, Super Sonic Warriors 2, Shin Budokai 2 and Attack of Saiyans didn't seem to do that great in the US.

Oh man, a new DragonBall 2D fighter. I think I have an erection.

EDIT: It may be one of ShonenGamez' dicey translations, but this is so far the largest and clearest scan I've seen so far

We might be in for a SuperSonic Warriors 3 instead of a straight up Butouden title guys, those Sprites look like a more detialed version of the SuperSonic Warriors ones and the Bottom Screen is just like the Team-screen from SSW2.
