You know, when Vegeta was slaughtering Dodoria, and later Zarbon, their gap in power was only one thousand. Toriyama may have said power levels are worthless, but only because they impede his story because we will fact check.

That said, Nappa's abilities are way too inconsistent, even for Dragonball. Perhaps Toriyama should have added another Saiyan-First Nappa is faster than everyone, with armor. Then Krillin is far faster, when Nappa's armor is off. Nappa can tank the Kikoho and a self destruct attack, but will take minor(but noticeable) damage from Piccolo, Gohan, and Krillin. Sometimes he can bob and weave like the best of them. Then he's falling for coordinated attacks with opponents barely half his supposed power level. And then finally, he can keep up with Goku if he doesn't use the Kaioken. I...I don't know.

I'm fairly certain the 4,000 number is accurate, but it is Nappa's base power. He's seen to power up a couple of times during the fight, so it was likely much higher by the time Goku arrived.

He doesn't know how to raise or lower his ki levels though.

I only recall him getting seriously enraged when Goku humiliated him. You might say he dropped his guard at certain points, but I say he was just overconfident and Piccolo and Krillin are great strategists.
