Short version: Everyone not named Goku, Vegeta (and Broly).

In regards to 18, am I the only one who thinks she doesn't fight because she isn't actually interested? She's merely a powerful juvenile delinquent who in a separate timeline liked to cause chaos not so much prove she's "the best".
This has been my albeit flimsy head canon justification for her lack of action but I would like to see more of her and 17 together as well as why they are separate. I have a theory but its just fanfic-esque "we're too bad for one another" Bonnie and Clyde bullshit.

I don't mind that 18 doesn't seek out fights, but it is a little silly how she gets downplayed when she's right there.

Mostly thinking of that odd scene in the 2008 special where Krillin 'saved' her from the collapsing building when she was just staring at it for some reason.

Although i would like to see more of 18 i think you are right about her. She cares about Krillin, Marron and maybe 17, but that's about it really. She isn't really part of the group and for all we know, she would continue to be evil if it wasn't for others being so much more powerful than her now.

Now that I think about it she does seem very distant from everyone outside her family. She's mainly around everyone because of Kuririn not her own desire for fighting or friendship so she just stands there with Maron sadly. Who knows how she actually feels.

Hopefully her and 17 are explored way more in the future beyond text. I'd rather learn about them vs whatever the hell is happening now.

I actually think that Broly was underused in series as well. Dragon Ball AF (IMO) does him justice.

On topic, pretty much everyone who isn't Goku. Especially humans.

For him I go off media outside the main series and the general opinion of fans. He's really a mainstay unlike other movie based villains but thats not saying much considering he's so bland (though damn cute in base form).

I'd like to specifically list Raditz since no one has yet. From being voiced differently in the JP ver. to being completely disregarded in Bardock's TV special he's way too ignored imo for being the first born and kicking off the Saiyan saga. One of the few things DBM got right is his parents acknowledging he exists so I'd like to see at least how he grew up with kid Vegeta and Nappa.

Honestly, I've got a few.

Krillin was a major character throughout the majority of DBZ up until Buu Saga and I was really disappointed with his role in BOG. I did like his role in ROF. So I would just say if they could keep him around for at least comical purposes then that would be alright.

Android 18 we've already delved into. I don't know why Toriyama doesn't like her. I really wish he would have given her something to do besides getting beat up in BOG and what she had in ROF, not to spoil it for anybody. I don't get how she's stronger than Krillin, but isn't found useful.

I kind of like the idea of having a set of characters, particularly Goku, Vegeta and maybe Gohan, that are always featured to some extent and then have a revolving cast in importance like what was done with BOG and ROF. I'm not really that mad anymore that Goten and Trunks weren't prominent since it would have detracted from screentime for the older characters, but I still feel we should have gotten some appearance from them.
