The manga guide on Kanzenshuu only lets me see issues from 1984-1986, and after that the links don't work, nor do the arrows at the bottom of each page.

Manga sadly ended by the time i was born, but two days from epsode 282, No.1 Montenegrin Dragon Ball Fan was born!

For some reason, 1988's link is broken, even though I could type to 1987 and 1989.
I know Fist of the North Star was wrapping up (and the last Kinnikuman volume came out that year), Jojo's Bizarre Adventure just started last year (probably approaching Battle Tendency), and both Dragon Ball and Saint Seiya were ongoing at that point, but I don't know the specific cover due to a lack of a functioning link.

For me, it was Weekly Shōnen Jump 1992 #14, going by sale date.

The DB chapter closest to my birthday was #366. It was in Weekly Shōnen Jump 1992 #16.
Title:
サイヤ人たちの修業
Saiya-jin-tachi no Shugyō
The Saiyans’ Training

By the way, if anyone needs to look up a Shōnen Jump cover, look through this gallery. You'll have to scroll a bit to find the appropriate volume cover for you though:

Mine is Weekly Shōnen Jump 1993 #24. One day before I was born. The DragonBall Z chapter that was published was the one where Gohan goes to highschool. No wonder I always enjoyed that episode/chapter
.
