So unless you believe that Piccolo and SSJ Gohan, at full-power, are sub-1.3m, then that line should be disregarded as the inaccurate trash it is.
The idea that he was talking about his 1st form is completely unsupported. Especially since it makes no sense; his 1st form is just an artificial shell specifically designed specifically to have a very low power level. Again, he never says he underestimated his gains, and he thought 1.3 million would put him above Buu anyway.

Yes. He stated Freeza was more powerful than them. Because he is; 1.3 million is way higher than 20,000-30,000, i.e. Dodoria/Zarbon level, i.e. stronger than Piccolo.

So full-power Gohan and Piccolo(I know they were at full-power because they'd just eaten senzu beans... Yet were still vastly below 1st form Freeza) have power levels below 1.3m, iyo? That's a pretty ridiculous assertion, to say the least. I think you just have problems admitting when you're wrong.

Suffice to say: we're done here. :thumbup:

Yes. That has been my point all along. This movie consistently shows them all as really weak. It's simple and clear once you stop trying to match the movie to the manga or anime.

-Shisami is stated to be equal to Zarbon or Dodoria yet still beats up Piccolo.

-Freeza states that a power level of 1.3 million will let him surpass Majin Buu (and his previous self, obviously).

-1.3 million is almost certainly his max power, but even his 1st form is far too much for SS Gohan and the gang to handle.

-Gohan needs SS just to beat a Zarbon-level guy, and he can hardly even do that.

-Krillin and the others have trouble with mooks who can be killed by a giant fish or a big rock.

Freeza was wrong. Didn't he say he was weaker? Getting to 1.3 million in his first form was a simple goal he was trying to reach. Instead, he went far beyond that level and ended up being superior to everyone outside of Godku and Vegeta. He knew he'd get way stronger, but he had no idea how to put that into numbers. Freeza's been gone for quite awhile, so it's understandable.

You can't just pretend like previous stuff no longer exists. The same Freeza fought an equal battle with Piccolo when he was over a million in his second form. His highest Battle Power was above 120 million, and that level was inferior to the Super Saiyans back then.

Its rude but I'll answer your question with a question. Is have any evidence that the giant snake from episode 1 of super who gave both Goten and Trunks fare more trouble then it should have is anything more then just that a giant snake? No yet it still gives the boys some trouble. Just because their are animals doesn't mean their weak, relatively speaking.

By rocks you mean an entire cliff which really didn't slowdown his group of goons that much.

And yet, his first form became stronger than Ultimate Gohan apparently, meaning that his lower forms which are used to supress his power grow along with his true form. If Freeza was to get a battle power from 530.000 to 1.30 million in his First Form (he has to be talking about his First Form, since his Second Form was already over 1 million), his Final Form would have gotten the same boost as well. This isn't how it works though. This is supposed to be another story within the manga continuity, not a stand-alone story based on the manga.

This was 4 months before the fight, when Freeza was still weaker than a Super Saiyan. Piccolo was close to Cell Jr. at the Cell Games, and he never stopped training according to Toriyama. This means that Shisami has to be stronger than he was before.
-Krillin and the others have trouble with mooks who can be killed by a giant fish or a big rock.
That's assuming that all of Freeza's soldiers, except for Shisami & Sorbet, have the exact same power. Toriyama says that the soldiers are weak, but there were powerful mercenaries as well, so they are probably the ones that caused trouble to Kuririn & Tenshinhan. I don't recall Kuririn or anyone else showing having trouble against the same soldiers that were defeated by rocks or a fishes.

The only two things that ruined my personal experience:
-Frieza gloating about reaching a power level of 1.3 million.
-Piccolo getting decked in the face by some never before seen lackey stated to be on par with trivial mooks like Zarbon and Dodoria.

The latter is just sad; come on, an awesome fighter like Piccolo getting pushed around by someone on par with Dodoria of all people?

On the contrary, if we nonchalantly ignore the whole power level line and assume Shisami trained alongside his boss, then everything somewhat falls into place.

Keeping things strictly in-universe, we know that Sorbet and co had an ample amount of information on the Z-fighters, so it's pretty reasonable to believe that Shisami hammered out some training in hopes of upgrading his laughably crappy Dodoria level power. Seriously Dodoria..? He's garbage. I'm pretty sure even a mook like Shisami understood that falling in line with a useless tool like that would only entail utter humiliation.

If they knew Goku defeated Majin Buu, then they probably also had the opportunity to spy on the Cell Games. Meaning, they presumably saw Piccolo in action against the Cell Jrs. Even if those fighters are fodder, people have to remember that Vegeta at 18,000 or Nappa at 4,000, were amongst the strongest in the Saiyan empire. Even if it's a no name scum bag with a power level of 1-2,000, it's not illogical or impossible for someone - having a higher battle power than even Goku as an adult in the early portion of Dragonball Z, powering up over a 4 month period to the likes of the Ginyu Force or Cell Games combatants; providing they are a true prodigy.

Goku was at a pathetic 400 and jump to 32,000 in a few months. Piccolo went from 3,500 to around 1,500,000 in a few months, than he jumps from that to around 300x stronger in the Androids Arc.

Is 1.3m official or an error? I've seen a couple of uploads from other regions with subs taking the line as 1.3 BILLION. I haven't seen the Japanese version, mind you.

Oh, there's no doubt that Shisami climbed his way out of the lame bucket of fodders that Zarbon and Dodoria shamelessly lounge around in. Neither one of those trivial lackeys would ever deserve any real attention from Piccolo or Gohan. I'm really hoping Super sheds some light on the mysterious bull-looking alien's ability to tangle with Piccolo, as allowing the latter to get decked by someone stated to be on par with Zarbon and Dodoria is just wrong from all standpoints.

The original Japanese release states 1.3 million, as does the English-dub.

His power is pretty clearly stated, but it's clouded the moment you try to use pre-conceptions when the writers just don't give a shit about consistent battle powers.

Don't really give a shit about him

It's probably been answered by someone already.
