That sound like a contradiction/oxymoron to me. Just as the dub of Seasons 1 and 2 are a collaboration with Funi, the Westwood dub is a collaboration with AB Groupe. Both Funimation and AB Groupe did in-house English dubs of Dragon Ball material (If you don't know what I am referring to concerning the ladder, I mean the "Big Green" dub.) Ocean never worked on Dragon Ball material all by themselves.

All the creative decisions in the Westwood dub were handled by Ocean (or Westwood Media to be technical). AB Groupe were the ones hiring them to make the dub, but they weren't actually involved in the production. It was a completely different scenario with the S1-S2 dub, as FUNimation were responsible for all the scripting, casting and editing.

The earlier episodes were of much lower quality than the later. The production later on in the show was significantly improved and it showed with the newly introduced BGM pieces and all around better acting. No dubbing company really ruined the show, it is a thriving cash cow that continues to make money.
I wasn't calling them losers because of the Westwood dub's problems. In fact, I am a big fan of them and I liked their work on the first 53 episodes and the first three movies. I was just saying that they're deemed losers by fans of the Funi dub because of the problems of their dubs, that's all. If the Ocean dubs of the DBZ series had never these problems (censorship, rushed direction and low-budget), then the Ocean Group would have never got its mixed reputation.
