North, South, East & West Kaio watch over the North, South, East & West sections of the "mortal" universe/the living realm.
Dai Kaio watches over the North, South, East & West Kaio and the entire living realm.
The North, South, East & West Kaio are overseen by the North, South, East & West Kaioshin, who watch over the same sections of the universe, as well as the afterlife.
Dai Kaioshin watches over the North, South, East & West Kaioshin and the entire universe.

Well, that's how it works for the Kaioshin before Buu killed them anyway. Now it's just Kaioshin and Elder Kaioshin.

It would be a nice head-canon for the DBH Kaioshin avatars to become the North, West and South replacements. Then with the Old becoming Supreme, you got the whole full set again.

Whis seems a very powerful kind of Shinjin, perhaps a breed/race/cultivar of them. At the same time, he and Margarita (lol) seems akin to Mr. Popo, with them beign over-powerful non-involved martial masters that attend to a god.
