It was a decent feat, but they didn't destroy the whole universe at full power. They destroy a planet and some asteroids, but nothing too amazing. They still haven't reach Infinity Gauntlet level of power or anything.

A solar system buster/destroyer is one who has destroyed a solar system. Cell hasn't destroyed a solar system so he is not a solar system buster. Can he destroy one? Sure why not, but the most cell has destroyed was a tiny planet.

I don't think it's so much that people are against Cell being able to do it. I think it's more of the fact that the "Solar System" isn't a singular physical object like a planet is. What the hell does it even mean to destroy the Solar System? The fact that it's a difficult feat to really quantify kind of devalues it, whether it's true or not. Cell, nor Toriyama, nor any guidebook, has spelled out what this is supposed to mean.
Is he destroying the Sun, and letting everything die as a result? Or would destroying the sun count as destroying most of the mass contained in the solar system? Would he fire the blast at the sun, and cause a huge explosion?
Does he mean that, if he were far outside of the Solar System, that he would be able to unleash a blast that would utterly envelop it, including the full diameter of the farthest planet's explosion? Is he talking about firing a huge blast that could spiral outward, and go on for so long that eventually it would reach the outwermost extent of the farthest planet's orbital route?
Hell, does Pluto factor into this? It was still considered a planet when Toriyama wrote the Cell Games, right? It would logically extend the diameter of this blast, thus changing the nature of the feat, depending on how we're defining the solar system today versus how it would have been defined back in the mid 90's.

That's from a bad sub, nothing is said about it being "over time" in the original. There was no chain reaction, it required the cumulative force of three clashes between the two in order to destroy the whole universe. By that logic, Goku, even up to the events of the Buu Saga, isn't even a planet buster. When people refer to someone as an "X Buster", it's in regards to what they're capable of destroying, not what they actually have destroyed.

I still don't understand why Kid Buu's death ball only destroy the Earth if it's much stronger then Cell's attack? Won't Buu's attack destroy more then the just the Earth if it was that powerful? Kid Buu was going to destroy everything in his path.

Not necessarily. Depending on how the narrative of the story goes, doing something like that could be more impressive than destroying the solar system or less impressive. People are against Cell's solar system busting because it was contradicted in canon by Kid Buu only destroying several hundreds of planets, meaning that Kid Buu cannot even destroy stars, while apparently Super Perfect Cell can destroy solar systems.
