He's just got the one large strand over his forehead in those earlier pictures, whereas the confirmed Ssj2 in the anime and manga from what I linked show the additional spikes along the sides near his ears.
I don't recall if SSJ2 was made for Goku yet. Kinda like how toei made their own SSJ before SSJ had it's real design. Goku and Goten have the exact same hair. Logically both should look pretty similar when the wind blows against them. Yet Goku looks more than significantly different than Goten despite them both being in a similar spot. Too be honest I kinda don't think Goku showed up at all so it hardly matters. I don't think the Dragon Balls can summon him. I truly think it was all in Gohan and Goten's heads. At least that way we don't have Goku undermining there fight with Broly.
Why Dragon Ball Consistency in something such as power levels matter!

Power levels establish tension and drama. People who care about them (well, people who care about them in a narrative) don't care about the big numbers or the fancy explosions. If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Which, in fairness, is what happens, but the audience wants to be fooled. The audience wants to know that the world they're following has rules. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

Gohan's hair actually changes its during the actual Kamehameha to where he has more strands over his head, indicative of his regular Ssj appearance at the time of the movie.

I know. I'm talking about during their actual fight that Gohan was a SSJ2. The inconsistency is that Gohan was able to hold back Broly's blast as a regular SSJ.
This is the scene in question. You can see Goku still has his bangs on his forehead, just like in Super Saiyan, only those are laid back.

On the other hand, Super Saiyan 2 Goku has one bang on the forehead and two on the sides. And it doesn't resemble what Goku looks like in that scene at all.
Another point that's being disregarded is if it's even possible to transform into Super Saiyan while in the middle of firing a Ki attack. They're always shown to transform first.
