Eh? Both are comically stupid for 90% of their screen time, with one arc exceptions for both.

Gero or bulma. I think creating a time machine is more impressive than creating a robot that can surpass freeza.

As for rest, nothing in particular was shown to place them even close to these 2(except for dr. briefs, but ye).
