There were 5 of them whose character we could have delved into. A TV Special also could have done more to solidify exactly why and how the Kaioshin we know is so nervous around, and has his composure shaken by, Buu. I think the Buu arc didn't need a special because there wasn't much backstory and characters to explore like the Cell and Frieza Arc.

I think that the Bardock and Trunks Specials were used to further particular prologues or backstories to significant characters points if that makes sense. Goku's heritage and Vegeta/Bulma's future Son. The Buu Saga was impersonal to the characters, so there wouldn't be anything to connect Buu to that would hold weight to the mithos in a collective.

Honestly, Buu Arc was dark in bits & pieces
While the whole Bardock & F.Trunks segments in manga/scenes in anime were depressing as f***
You watch tyranny of villains. Wreckin havoc. Heroes stood. Alone. And. They. Fail.
Which is somethin you hardly come across in series centred around Goku. At least until Mid-Buu Arc. Thats when dead body starts piling up beyond....Mt. Paozu.
Faint hope & glimpse of courage was driving force behind those 2 Specials
With Buu Arc. Thats hilarious
Didnt Trunks & Goten did that already. With their "hope" of defeatinv Buu with their funny fusion poses etc
The kind of story Buu Arc was dealing (mass murder by Buu/wait & retaliate when time is right by heroes) didnt warrant a special as its basically a spoiler
The only hope "off-screen" is slight glimpses of Goku & Veggie returnin to beat Buu into a pulp. Which I'm sure TOEI or even Toriyama would've never thought off till 3rd Act of Buu Arc
So, basically a special for Buu Arc is = spoiler
