I'd be inclined to agree that the 22nd Tournament-Freeza sagas were the best overall. A few specific examples would be:
-Jackie Chun vs Tien. Really well choreographed, with some awesome technique and back and forth exhanges.
-Goku's fight with Tien, particularly the last portion in the sky following the Tri Beam, and the aftermath. This is my favourite pre-Z fight. The whole thing is actually kind of inspirational, with 2 martial artists having trained themselves to such an awesome level and having an incredible match. Legendary stuff.
-The entire King Piccolo saga. The tone was just the right amount of dark, with Tambourine killing off Krillin and all the martial artists, many of which we were familiar with from the Tournaments. Goku's loss to Piccolo, Roshi's death, Tien's ongoing character arc, and Goku's comeback all made for one of the best arcs of the series. Goku's late arrival on the battlefield was definitely a defining moment for him.
-The 23rd Tournament was awesome all around, with all 8 finalists being major characters. Goku vs Piccolo was the best part for obvious reasons, with Krillin vs Piccolo and Goku's rematch with Tien being honourable mentions.
-The Saiyan saga was great from the moment Vegeta and Nappa landed on earth. Having the main cast from DB still be relevant and stand together to defend the earth while they wait for Goku was definitely a strong point. The whole battle is actually very emotional to watch, with everyone going down one by one in desperation. Goku's long awaited return is satisfying on so many levels, with him taking his anger out on Nappa. The fight with Vegeta is awesome in just how desperate everyone is throughout, with Goku having to risk Kaioken x3 and 4, the Spirit Bomb, and Gohan going Great Ape. Vegeta is definitely one relentless SOB here.
-I will say that I was very bored by the pre-Namek filler, and some of the filler on Namek like Bulma's episodes, but the filler of Goku training in Space in some of my favourite of the entire series. Things get really good again once the Ginyu Force arrive and stay good for pretty much the rest of Namek. Frieza is my favourite villain, and his saga also my favourite of the series. His fight with Goku is filled with iconic moments like the Kaioken x20, the Spirit Bomb, Super Saiyan, and Frieza being cut in half. A lot of other Super Saiyan transformations have been added since then, but the first time it was used is still the most memorable.
I'll mention that I really do like the early Android stuff up to Goku's defeat by 19, but the story really loses momentum after Vegeta kills 19. There are some good bits here and there, but I honestly wouldn't say it regains momentum until the Cell Games. The Cell Games is definitely a high point on its own though. I like the Buu saga more than Cell overall, with the Fusion/Kid Buu portion being almost as good as the Frieza saga. GT was great during the Baby and Shadow Dragon sagas, despite falling a bit short at other times. I love both BoG and RoF and haven't seen Super yet as I'm waiting on the dub.
