Shouldn't Bulma's father pass away at some point?

I agree for the most part. Colors vary in the series for a lot of reasons, but the guy's hair usually isn't the same color as most of the other old people in the show. It's usually much closer to the light purple shades used by Trunks. The dude's design just makes him look old, even back during Jaco.
