Freeza didn't need to have his own film and yet another arc (it was horrible) on another show. Yet they gave him one. While the logic is consistent, I don't think we should keep the trend going just because it already happened officially.
Personally, I want to see more of Toriyama's original character designs if he still has something left in the tank.

Among other things, he recently did the voice work for Zeiyung in Wander Crown. If you click that link and click his character (The fishhead guy), you can hear some samples. That's the Wakamoto Norio I remember. Thanks to Jacob I have dreams about Naotoshi Shida. Also, I hate to break it to you guys but Cell isnt that iconic in Japan and is very much unlikely to return. I'm probably wrong, so feel free to correct me.

In fact for me this arc is terrible. The only way to introduce these characters is by other universes and other timeline. I have no idea how popular is the character in Japan. I know that his arc, in Japan, is greatly appreciated (though here, some users tend to demonize excessively). But, I'm just sure that is less popular than Freeza, who is by far the most iconic villain.
