As long Super provides a good reason for why Black looks like Goku, I can accept why they will go with that design. If not, Black will join the legion of lazy designs that have been a thorn in this franchise's side for decades, ala Turles.

Either Black is someone that akways wanted Goku;s frm, or it was Zamasu's idea to insult Goku.

I don't really understand how either Black or Tullece lazy designs when the entire concept of their characters is "evil Goku"?

You could call that a cliched or lazy concept, perhaps, but I don't think either is a case of Toriyama/Toei saying, "Rather than doing an original villain, let's use evil Goku because it's less work."

For that matter, Black shows about as much thoughtfulness as you could put into the design before it no longer conveys the intent.

Turles is generic low caste Saiyan turned space pirate. Goku Black is God tier entity, we don't know anything about, unless that he is not a Saiyan.
