favorite creative liberties from the dub; try and see where it came from!
Round 9:
???: *snigger* Well, you're speed is excellent. But your punches are lacking in stopping power.

This one actually had me stumped for a brief moment, but those lines about speed and Goku punching harder brought it back for me. That's definitely the exchange between Piccolo and 17 during their fight a little before Cell shows up and interrupts.
Don't know the exact episode, but it's in the Cell saga so around ~150.

It was indeed Frieza, but he actually said it to Goku when he offered to use less than half his power. You're next.

What the heck, that's weird as hell. I can't believe that actually made it into the show. Judging by the cluelessness the guy's probably Goku so the girl must be ChiChi? If so they must have been real young because I don't recall any dates when they were adults.

Believe it, baby; that WAS indeed ChiChi and Goku. And it's made even worse by the fact...
That Chi-Chi's wearing one of the most jail-baitish outfits I've ever seen on a girl (coming second only to a certain character in Fire Emblem: Awakening). I'd give it to UltimateNinja since he was more specific than Bansho64, and came before Slangh, but...not sure how this all works.
