Toriyama doesn't seem strict at all, he encourages Toyotaro to make changes, if he likes and then when he reviews the storyboards, he's more concerned about getting the gags right than giving feedback on how Toyotaro adapted the story to manga format.
In any case good to see it confirmed that Toyotaro doesn't change the major plotlines, Toriyama laid out, as I always thought.
Sadly, we just missed out on the cherry on top of the cake!

How that is more evidence that he runs Dragon Ball Super is beyond me. Everyone has already said before that he writes a draft/summary/whatever of the storyline. And that is exactly what was mentioned here as well. He does not care much about how that stuff is told in the end.
