I don't know about the belief that he is a chiang-shih as I don't notice any of their traits within the appearance of Chaozu outside of a pasty complextion, but I'm even less sure that he's an alien. He seems to have little to no knowledge of space or anything outside of human interaction, and if he really was an alien I get the feeling Toriyama would have expanded that aspect outside of a quick sidenote in the Daizenshuu.

They didn't say anything about him being an alien. That was Tenshinhan.

Yeah but if Tien can be decended from aliens than so could Chaouzu. Even though Dragonball became more sci-fi esque when Raditz came along there is still a lot of fantasy elements. He's probably a member of some almost extinct race of beings who are midgets and seem to be eternally young with psychic powers. Hey it's Dragonball! Besides he was called the last Emperor... so he seemed to have been decended from some group of people. That's my theory...
