IMO I didn't find Future Zamasu all that appealing outside of his interactions with Black, which really made me sad when Merged Zamasu became a thing. Black on the other hand carried the arc for me, and if it wasn't for Freeza's legendary performance on Namek I might have decided to rank him at #1

I didn't think I'd want any character to fuck off from a story more than Nick Fury in Age of Ultron but whoo boy, Trunks definitely earns that coveted position.

I'm surprised so many people are putting black/zamasu at the top.
I think Freeza was easily the best villain. He just had so much build up and it's when everything started to come together. Everyone played a role in the arc as well. Best story as well.
Then I would say:

Majin Buu putting the story aside could of been the most intense villain. I just loved kid Buu just going ape shit on everyone.

Just having a glance at people's choices here it does seem as though Frieza and Zamasu are considered the best villains then.
I'm not surprised by that but what I am surprised by is that while a couple people have but Buu at the top and Baby, Vegeta and Assistant Black have been at the top....nobody has given any love to Cell. Some of you even put him as the worst, Boo Machine didn't even bother to list him

I thought Cell was a real good villain. He had a cool character design and he was sort of an Anti-Goku. Him being a biological android made from the cells of the best warriors in the universe was a good idea.

That's because Cell is a boring villain with paper-thin motives. He also came out of nowhere in the middle of the saga with replace the androids, who I thought were more interesting. At least Buu was fun to watched despite Super and Kid Buu having shallow motives. I will say that Imperfect Cell was the best version of him because he was clever and pragmatic. How I feel about Zamasu. On Zamasu himself, I find him annoying, but in a good way. However, my favorite version of Zamasu was Goku Black and I would have liked him to remain his own character instead of Merged Zamasu. I also love Zamasu since unlike most villains, he got his crap together and covered almost all his bases before started his Zero Mortal Plan.
So, my list would be:
Freeza/Goku Black
King Piccolo
Majin Buu (Kid, Fat, Super)
Piccolo Jr
Zamasu (Present and Future)
Merged Zamasu
Nova Shenron
Vegeta
Els Shenron
Cell
Baby (good back story, lousy execution)
Omega Shenron (no personality and seems to exist just to have a final boss for GT)
Super 17 (mostly for just being forgettable)

I still think that Imp Cell had the best presentation of any DB villain, with that creepy atmosphere and the -shor lived- mystery about his origin. I can understand why he is ranked so low, thou. His latter forms were boring.

The reason I dont rate Cell that highly is that on paper he sounds cool but really as other's have said once you get based his "I wan to be Perfect" stage he's not that interesting as a character. As soon as he's Perfect he just decides he's going to cause terror and destruction with no grander plan in minds, which makes him less then the sum of his parts personality wise. As an Anti-Goku he's rather bland when compared to the likes of Buu and Goku Black. It also doesn't help that once he goes perfect he stands around for 10 days then fights in a waste land until he gets killed.
Zamasu, Frieza and Baby are in my opinion the best as they are well developed characters with believable motivation and who actually do something. Zamasu almost conquered the multiverse and is the only villain to not have all his destruction undone, Frieza is a galactic tyrant who's influenced reaches throughout the entire story of DB and Baby is a villain who has a legitimate grudge against saiyans and turned the entire earth against Goku.
King Piccolo and Slug are not as well developed as the others but they are just really fun villains.

i think the ending of this arc has made Black/Zamasu much more greater because they were successful

It's hard to rank them really, I can just echo the general feeling that Black felt much more menacing than Zamasu and the mistery around him was really carrying the plot for most of the arc. Zamasu himself had less build-up, and in my opinion at times felt overly exaggerated with his justice monologues, while Black had the right mix of narcissism and no-nonsense approach. So I'd definitely place Black with Freezer, Cell, Baby, Vegeta (Saiyan and Buu arc) and King Piccolo as the best villains of the series, but not Zamasu himself.
Personally, I'd choose Freezer as the best villain of the series. To me he is the ultimate villain, though Baby, Cell and Black also come close.

What about Buu? He was kinda just the same where he wanted to fight strong people and also wanted to cause destruction just because he was made to.
Vegeta in the Saiyan Saga was merely after the Dragon Balls to get immortality so there wasn't much to that.

- Fat Buu was a misguided child who was used by evil wizards who taught him nothing but to destroy everything. He literally didn't know better and didn't understand death until Mr. Satan told him why killing people was bad. The minute he had some concept of life, he swore never to kill again. In that short amount of time, Fat Buu got more character development than most of the villains and rival Vegeta and Piccolo who have been around for hundreds of episodes.
- Super Buu in my opinion is Cell done right. He is a blood knight who only wants to fight and destroy crap, but he is also pragmatic. He played all the heroes like idiots to absorbed Gotenks and Piccolo once he realized Gohan's power, and came up with a backup to absorb Gohan. He even kept Trunks and Goten alive after they defused because he felt Gohan from the Otherworld and knew he posed a danger to him. He also tries to keep Goku from fusing with anyone powerful, unlike Cell who would foolishly allow it since he figures he's perfect, he can't lose. Buu also wiped out everyone on Earth in seconds, while Cell sat on his ass for ten days and did nothing.
- Kid Buu is more of a force of nature than an opponent. His mindless, shallow nature is the very reason why he's dangerous. He has no pride to take advantage of, doesn't care if he's the strongest in the universe, doesn't want to conquer anything, and doesn't care about a good fight. He just wants to kill until there is nothing left.
As for Vegeta, he has the backdrop of being a Saiyan, who were space pirates. So he lives to fight and plunder other planets. He attacked Earth both for the Dragon Balls and to kill the population so he can sell it to the highest bidder. He also acts as a foil to Goku, showing both what he would have become if he was raised as a Saiyan, and the whole hard work vs. natural talent.

Dragon Ball is pretty good with villains for the most part. Zamasu and Goku Black are really up there for me, though.

You know, maybe it's just me, but I've never really considered Vegeta a main villain. I mean, yeah, his battle with Goku is the longest in the Saiyan arc, but I always thought that he was just an equally large part of the villain puzzle in that arc. Raditz and Nappa, despite having less screen time, have really more of a major shift in how the arc and the overall plot transpires. Raditz kick-stared the whole "Gohan Rage Boost" plot device, was integral in Goku dying as well as being one of the very few villains to defeat Goku in a one on one battle in the manga. Then Nappa comes in and kills Piccolo and in result destroying the Dragon Ball, has Tien and Chiaotzu kill themselves and nearly kills Gohan. What did Vegeta achieve? Having a Saibaman kill Yamcha. I understand that the long and drawn out battle between Vegeta and the remaining Z-Fighters certainly create a sense of grandeur, but I've always seen Vegeta as more of the "final" villain of the arc as supposed to main or central villain of it.

My top 5 after this arc:

No surprise after becoming a rampant Zamasu fangirl over the course of this arc that he'd end up taking the top villain slot
(which previously was decided by the kind of cheap answer of, "I love Vegeta more than anyone else so he's both my favorite villain and hero"). Hell, he's even in my top 5 characters overall at this point...in the immediate afterglow of the arc, he's shot up to number 2, so he'll probably come down a bit once the infatuation wears off. But as of now, I'm still deeply in love♥♥
Of course, there are so many different versions of him running around, so I should clarify what was great about each of them. The present/Black version is clearly the top. We got to watch his transformation from doubtful observer into outright villain. When Black first appeared, he was mysterious and creepy, and always just exuded this ominous atmosphere. He was also one of the most successful villains ever: actually got to use the Dragon Balls, actually killed Gokuu, actually took out the other gods who would've stood in his way. His Zero Mortals Plan was technically completed, though only through a Pyrrhic victory that was definitely not the outcome he wished for. But he has the honor of being taken out by the most extreme overkill in the series; if the Omni-King destroys a freakin' universe just to get rid of you, you've really done your job as a villain
As for Future Zamasu, he's obviously a bit bland compared to his counterpart, but he had his fun moments. His role of the immortal meat shield becomes almost comical, with him frequently getting sucker punched because he couldn't be bothered to defend himself. And he has one of the absolutely funniest lines of the series, when he declares that he doesn't even care if anyone's listening to his speeches, since he's just being self absorbed...he was better comic relief than the Pilaf Gang
The partnership between him and Black was also great to watch. Their perfectly synced fight choreography, dual pompous speeches, frequent tea breaks and long hugs all added up to give us a really unique duo. Aside from Black's one comment on Zamasu looking pathetic after nearly being sealed by the Mafuuba, and their slight disagreement (not even an argument) about whether Black should've become immortal, they were very much a united force.
And that unity led to their eventual fusion. Admittedly, it was sad to lose the great dynamic between those two, but I still love their fused version nonetheless. He may not be as interesting as the two of them separately, but the over-the-top narcissism was certainly welcome and he was very pretty♥. I know his shtick wore thin for many, but since he was only around for 2 episodes, I was still fine with his constant grandiose speeches. Once he started to lose his fucking mind, it led to Shinichirou Miki's best, most insane voice work of the series. Watching Zamasu completely break down and go crazy was both satisfying and heartbreaking, with Gowasu somberly explaining what was going on his his former apprentice. His brazen tenacity to keep on going even after his body was destroyed led to most bittersweet arc finale we've ever seen.
So for me, Zamasu--all of him--is the best villain because we got to see him in all stages of his development, from disgruntled subservience, to unmatched success, all the way to his ultimate downfall. It was an amazing journey to watch, and I think his story as a villain will be very hard to top.

Watching Zamasu completely break down and go crazy was both satisfying and heartbreaking, with Gowasu somberly explaining what was going on his his former apprentice. His brazen tenacity to keep on going even after his body was destroyed led to most bittersweet arc finale we've ever seen.
So for me, Zamasu--all of him--is the best villain because we got to see him in all stages of his development, from disgruntled subservience, to unmatched success, all the way to his ultimate downfall. It was an amazing journey to watch, and I think his story as a villain will be very hard to top.
