Krillin has a terrible track record of being fodderized. Plus self esteem issues that hold him back.
Roshi is so below everyone else power wise it's kind of crazy. Did he ever reach 4 digit numbers? No one is sure.
Tenshinhan is technically weaker than Krillin now according to the sources, but has a better track record so he might get a moment.

He is not being hypes up at all. There are 9 other fighters in that poster and not just Gohan. He does not even stand out in that poster. It is just that you are a Gohan fan that you are seeing things that are not there about him.

The trailer implies that Beerus, Goku and Kaioshin didn't know about the whole «If you lose your universe is destroyed» thing. If they knew about it, they would bring Goten and Trunks instead of Tien and Roshi.

He have not been hyped at all. He has only apeared in one poster, just like Boo in the Champa arc so that doesn't mean anything. And the Saiyamn episode doesn't mean he is going to be really strong again. As always ,fans are hyping themselves up. As far as Toei is concermed they have not hyped Gohan like if he is going to do something important apart from being in the team. Pretty much every other member of the team like Roshi or Tien have been as «hyped» as Gohan.

I think Roshi showed his use last arc when he trained Goku to use the mafuuba. How would that be for a plot twist...Hit (or someone god-level) comes after Goku and Roshi of all people Mafuuba's him trapping him until post-tournament.
