well the average is stronger. we still havent seen all of universe 6 fighters. the saiyans are still alive and that brolly girl most likely will be the strongest saiyan of u6. there might also be a some strong namakians and perhaps even a buu counter part. we might also have more members from frost/frieza race.

The universe quality is not only power but also living quality, intelligence and many other factors incluiding power. Not everything is about power, and that's something very clear to see, just look at Zenos' expressions when watching the fights, that tells you they are not used to watch these things.

Also, U7 low quality makes sense, I mean, all the planets we saw and different races there are aren't really interesting, look at the primitive life the Nameks have.

This is assumption. No such thing have been stated what the mortal level is outside of Zen'o being impressed that low level mortals could give such a good fight.

There probably wasn't a universes equivalent, each universe is unique so just because one thing happened in one universe doesn't necessarily mean that the samething happened in another. Given the god hierarchy of U9 it's not surprising an indecisive GoD and an arrogant Kaioshin it's not particularly surprising their universe is complete crap.

Totally correct which means the non saiyans will receive special training like Ro Kaioshin unlocking potential. It is the only way universe 7 can become more competitive overall otherwise they can lose early due to exhaustion.

It is garbage. U7 has been piggybacking Goku and Vegeta for a long time now. Just imagine how many super saiyan gods could universe 6 get by the god ritual.

It's kind of ironic that Goku and Vegeta and their off-spring like Gohan/Trunks/Goten are the only reasons U6 has strong fighters.

Even Piccolo likely never reached SSJ2 level. There's nothing to suggest he would be able to beat Perfect Cell.
