I didn't get into DBZ until 2001 as the Buu saga was beginning on Toonami. I didn't really notice or care about the quality of the voices, just that the actors were different during the Saiyan and Namek sagas.
I think the major improvements as a whole happened around the Cell Games. I believe that was around the time Justin Cook joined Funi and also when they started releasing DVDs, thus they had Steve Simmons around to actually provide good translations. For individual actors, Sean Schemmel noticeably improves after the Super Saiyan transformation during the Frieza saga. He was pretty awful before then but in the latter half of the fight he became passable, and kept improving and improving. Sabat made big strides during the Buu saga.

Yeah I noticed the progress over the years,it just didn't really become apparent until kai atleast for me. Kai is when they started to dub dragon ball the way they do other anime.
