Really, what's odd about it? In all fiction stories, there are characters who are incompetent and there are characters who are clever. Sometimes they're purposely written this way, and other times it happens do to poor planning. It could also be a matter of morality. Some characters are good and some are evil. Whatever the case, these characters help drive the story. The suggestion that you can't dislike a character because without them there would be no story, seems odd to me. If I watch a movie about a detective trying to catch a serial killer, can I not dislike the serial killer because without them there would be no story? Simple put poor shin is in the opposite position to Rou.
While Rou is a dick who seems to have been running things in U9 while Sidra was indecisive, Shin is a god who is trying hard but was seems to have never been fully trained and has to deal with or work round the temperamental and indifferent Beerus.
Its little wonder U7 is second worst.

Shin's teachers were killed, Beerus was lazy, Shin had to do his job and try to do Berus' as well. Freeza and Boo were let run loose. Beerus should have set limits for Freeza but the guy literally destroyed any good strong races ir even the bad ones like the Saiyans that had a potential threat agaisnt Boo. Freeza was a better God of Destruction than Beerus and Kaio would have been better at the job than Shin. in my opinion.

Shin was as much responsible as Beerus the moment he revealed he could fell Frieza in a single punch. It's not his job, granted, but it is his job to create new worlds...which he didn't do according to Super with a measly 28.
His awful plan for facing Babidi aside, a plan that caused the entire disaster and nearly every character bar HIMSELF to get murdered in the process, since Buu's defeat he's just been kicking back and doing nothing?
Shin's not entirely at fault there though. What the hell is Elder Kai doing? He constantly berates Shin for not being competent at his job, but at the exact same time teaches him NOTHING about how to create worlds. If Shin's largely at fault for everything that happened in the Buu saga, Elder Kai is entirely responsible for Shin's lack of activity post Buu saga in getting the Universe back on track.
Super has weirdly made me slightly less harsh on Shin in general. The Black arc, particularly the manga, has him at least stepping up when he needs to instead of just screwing up and then getting panicked as his awful plan gets every single mortal around him killed.

Why is Shin not able to create planets? A less than three hundred year old Kami recreated the Moon after it was destroyed by Jackie Chun. You're telling me Shin, in however many thousands/millions of years worth of training he did receive, is unable to match the creation capabilities of a lowly earthen god? I can't believe that -- this sounds like the studio's efforts to prod at Shin's stereotyped incompetency. It's also plausible they neglected to take past deistic creation feats into account when writing for Shin.

Honestly, I blame his obsession over Buu. Buu was sealed away, in between his searches he could have started something. However, because he was so obsessed stopping Buu, he neglected some of his Kai duties. At least that's how I see it.
