What would people like in a "Dragon Ball FighterZ Classic"? Basically FighterZ but focused on the period until the 23rd Tenkaichi Budokai.

These in my opinion would be the core cast, nobody would question them.

Now it gets difficult, there's so many crazy and interesting characters in the early manga. I'm going to set a limit of 20 characters total so 13 places available.

Lunch -She can use her fists, she has machine guns and other weapons for specials, even her bike might be used. She would be pretty wacky.
Chiaotzu - He has the Dodonpa, his psychic power and his small stature. To add he's the other student of Tsuru-sennin.
Pilaf, Shu and Mai - It would feel odd to me not to include these guys, they are rather important in early Dragon Ball. Since they aren't fighter's I think the mechas used against Goku after the Urunai Baba tournament would fit right in.
Yajirobe - He's a sword user that already makes him a commodity. I think he has a special place in a lot of fans hearts.
Akkuman - Not much to say, the character has enough merit based on his uniqueness in my opinion.
Grandpa Gohan - He's almost obvious but I can't justify him being on the core cast with only one fight in the manga. Mask on please!
Tambourine -The minion of Piccolo Daimao with the most air time, he has enough to make him flavourful and is decently impactful in the story, he killed Kuririn and defeated Goku.
Chi-Chi - Her adult version. She didn't really fought much but you could probably pull enough to give her moves. Using her father as an assist would also be good.
Arale - Use Dr.Slump for material and you're good.
Giran - Even if Namu is more relevant at the 21st TB I think Giran would make for a more interesting fighter.
Sergeant Metallic - Big body with some interesting moves.
Shen - He would have the Mafuba and the various comical actions he did.
Ninja Murasaki - How fun and silly would he be!

I wonder if this game has any chance of being made if FighterZ is the success we all hope for. They could even make the game 1vs1 or 2vs2 to make it different from FighterZ and provide something different.

I would absolutely love it if FighterZ was successful enough to warrant a spinoff like that. 1v1 would be the best fit I think, as the pool of feasible characters is smaller and the tournament setting was so integral. It would be so cool to have parallel games, with Z being the Marvel of the franchise and DB being the Street Fighter.

In terms of roster, I honestly think all eight competitors in the 23rd Tenkaichi Budokai would fit. Working off of that, IMO a really good (and realistic) roster would be:

And an essential stage IMO would be the King's palace.

My idea for a Dragon Ball would be Xenoverse 2 "add a much content as a upgraded Koei Warriors game version." I guess Xenoverse 3 if you want to be picky.

Story: So you'd play the story mode of XV1 and XV2 in that order, however their will be changes to missions, and/or additions that will bridge the two story lines. Demigra is the main villain until "Final Form Mira" reveals himself as the "true" final boss.

Difficulty: The story and Parallel Quests will have three modes; "Turtle School" which is easy mode. "The way of God" (aka "The way of Kami") which is normal, and finally "Gravity Room Training" which is hard mode. If you beat hard mode then you'll unlock "Whis's Ultimate Training" which is very hard mode. Gone are the days of "Super armor" and "stamina breaking" because if you're leveled up and/or good enough you'll beat your opponent.

Roster: Your created character (Earthlings, Saiyans, Namekians, Majin, Freeza race, Kaioshin race, and Aliens.) plus every conceivable Dragon Ball character ever made. Characters like Son Goku and Freeza can access their transformations per XV2 style changings. You'll be able to dress all characters up in whatever outfits you want; within reason. Imagine Vegeta dressed up as Android #16 for example.
You'll be able to add items to your character, like adding certain Dyno Caps to your character will boost your stats for example.

Vehicles: Bulma's various bikes, spaceships, as well as Yamucha's cruiser are all usable in the open world. Plus Conton City has new locations like Cell's ring, the Red Ribbon Base, and Lucifer's underworld from DB Movie 2 just to name a few. Character interactions a plenty of course, and finally if you beat the game's various modes on "Whis's Ultimate Training Mode you'll unlock "Tori-bot." Toriyama's robot alter ego who is litterly Akuma from Street Fighter on a butt load of crack.
Overpowered doesn't even begin to describe this character's broken-ness. You'll also unlock the abiltity to pick three cpu controlled characters instead of the usual XV way of two. Finally the last unlockable is Ultra Instinct "Complete" form for all created character types because who doesn't love rewards?

So basically a Upgraded Xenoverse 2 folks.
