Nothing in DB says that both fusees are required to know or master a technique to perform it. Just look at Gotenks for example, Trunks & Goten can't become SSJ3 on their own but their fusion certainly can. Vegetto also possesses a unique immunity to the candy beam in that he doesn't lose consciousness when turned into chocolate. SSJ3 is a transformation though whereas Ultra Instinct is a technique. It requires you to completely clear your mind and let your body do all the work. There's no reason why Goku can't do it though. Just like we have a million people who can somehow use the Kamehameha. There's a strict reason why Vegeta can't access UI though. UI is nothing like a typical energy attack, nor is it remotely similar to a standard 'transformation'... We've never seen anything like it before, tbh.
UI is essentially the ability to fight without thinking -- letting each part of your body take over and act independent of conscious thought. As of now, Vegeta is nowhere near being able to utilize UI in ANY capacity... It is exceedingly difficult for him to 'let go' in the heat of battle(even Whis explicitly made note of this.)
That said, I really can't imagine Vegito being able to fully unlock UI... Vegeta's ridiculously analytical mind would inhibit Goku's(and subsequently Vegito's) potential use of UI, imo.
