Which movie should have been continued as a saga?

Wanted to add, I always thought it would be cool if Garlic.Sr broke out of the Deadzone. He could be used in any era of the series. All you have to say is, he was much more powerful than his sun.

Dr. Wheelo? Lame.
Tullece probably wouldn't work too well. Not enough depth as a character.
Lord Slug has been covered.
Cooler, while my favorite Movie Villain, is simply too much like Freeza to make an entertaining/original saga.
The Movie Artificial Humans didn't have much to them, not Saga material. Heck, they were barely movie material.
Broli sucks beyond all reason.. If he had his own saga, I would burn everything I own that is DragonBall. If you want a "Broli Saga" go watch "Pro"-wrestling for 5 hours.
Bojack could work, but a lot of it would end up being flashback.
Janenba is too simple a character.
Hildegarn is possible, but again, this would end up doing a lot of flashback. And other, lesser villains would somehow have to come into the picture.

Turles - The movie could have easily been made a filler Saga instead with a few tweaks.

Yeah I don't know why people seem to hate Broly so much. Ok so he was more muscle then brains... still he could get downright creepy and sociopathic on the good guys. 
That would be a good saga. Like Duo, Cooler is also my favourite movie villian but his resemblance to Freeza makes it uneccessary to have his own saga. The two films where good enough...although I think the fight between final stage Cooler and SSJ Goku should have gone on longer and more evenly.
Another movie villian who deserved his own saga was Bojack. Him and his henchmen are still pretty mysterious and I think we could have seen more of them to make an interesting saga. Then again if it was up to me none of the movies would have been given sagas but if I had to choose... either Broly or Bojack should have been big bad's in DBZ.
