No, I don't think so. From my understanding (even pre-yamoshi stuff) there was a war between the "evil" saiyans and "good" ones. Eventually the good ones lost and the evil ones won and ruled the planet. Vegeta being the prince of the planet and son of the ruler would be descendant of the evil ones.
I'm not sure how a descendant of the pure side would end up the ruler when they lost. The whole definition of a hierarchy is that the bloodline inherits the power. Unless they didnt create one until the war with the tuffles and the first King was just the most powerful saiyan at the time.
