The difference is that Clark Kent was raised to be a good person.
Goku was a wild animal, bumped his head, and once he woke up was a normal toddler.
What Goku became after he hit his head was due in part to being raised by Gohan, sure. But Gohan's love and care did not turn him into a good boy overnight. The hit to his head did.

It's not a case of a boy being struck amnesiac, it's an infant. He was too young. Or am I missing something?
