Questions about Kibito

Well, I know Kaioshin is weak, but he has to have a certain amount of strength to survive the beating he took from Buu on different occasions. Dabura could be as strong as Cell, I'll go as for as to say "Super" Perfect Cell, but it is a different kind of strength. If Dabura loses an arm he's finished, where Cell can loose his entire body (excluding his core) and still fight (sometimes even more efficently). To say Kaioshin is close to Cell in power is just strange. He does have some concept in sensing ki: He could tell about Gohan's pure energy and also he knew of Goku's power after shaking his hand. Granted, he was shocked at the power of the saiyans but who wouldn't be? Everyone would assume that the gods would be the strongest beings but mere mortals surpassed them, in their base forms. Uh, what was the question..?
