It should be noted that AT is sometimes sensitive to feedback from critique of the manga, usually that critic is his editor. If enough readers or his editor comment negatively about certain characters in his work, he might decide what to do with them(or what not to do with them) based on substantial input that influences his own opinion. The thing they have going against them is the availability of vastly more interesting counterparts in Gohan and Future Trunks.
You have to keep in mind that DB was never intended to go on past the arc they were introduced in.
