When Son Goku first went up there, Kami Piccolo was the strongest being on earth. His battle power was far above the rest, plus he is known to have powers that are unique to him. I always was under the impression he raised his battle power an caused the lightning himself to ward off any unwanted visitors, or in that case, test Goku's resolve.

By the time Bulma goes there in the Cell Saga, Kami Piccolo and Daimao Piccolo Junior have remerged. So he just allows her access because they have much greater problems at that moment than worrying about the old rules. Sure he could have struck her down with lightning, but Piccolo was a good guy by then.
