I think the point he's getting at is if that's the case the spanish subtitles were inaccurate. Herms is considered one of the most reliable translators formerly doing stuff for Kanzenshuu. He's not wrong, Whis did in-fact state that Goku and Vegeta were uncoordinated, which is the opposite of how it was portrayed in the manga.

The scene you're referring to is another part that 17 is involved in (it's not just Goku and Vegeta). And yet it does not prove anything, because their "combined attack" only refers to the 3 energy beams fired by Goku, Vegeta and 17 at the same time against Jiren.

Goku and Vegeta have cooperated many times together in the animated version if you can see a change in their choreography getting better and better also goku and vegeta in the manga hardly fight together but with that little dialogue they want to show that whis in that version had better performance?

That is why it seems very cheat to me to want to compare that scene from the manga with this dialogue of whis where many battles were still missing because an fact is that goku and vegeta improved and became stronger during the tournament .. that includes their cooperation because vegeta even continues goku's strategy without protesting ... it doesn't matter if the android is there too

what stop goku and vegeta have to fight together are only their personalities but they learned to work together by training with whis ... in the anime it was never said that they had to join their minds or spirits something like that, simply fight as a team which they made many times
