Honestly I find Minus even worse than this special.

This special was stupid and basically nonsense, but it was supposed to be all Fanservice. While Minus is “canon” and it shit on Goku’s entire backstory.

There's no way to know how much zenkai Bardock got, and how much power is required (if a specific amount is required). At this point, after all nonsense Dragon Ball Super has introduced and made us swallow it, Bardock going Super Saiyan is hardly an impossible thing anymore.

That's what the flashbacks are for. It wasn't only Berry, there were scenes showing that he was remembering his failures, how he wasn't able to save his friends and wasn't able to defeat Freeza. Pretty sure all that combined is angry enough.

After seeing this i'm not surprised that it never got an English dub.

Yeah, it doesn't seem like OVAs are meant to get an international release. They were all tied to something that might have something to do with it:

Hatchiyack OVA - tied to an old and forgotten (?) videogame.
Tarble OVA - tied to a Japanese-exclusive event.
Bardock OVA - tied (?) to a Japanese-exclusive arcade game.

Then again, both the Hatchiyack and the Bardock ones could've got at least an English dub, considering the former got a remake that came along with Dragon Ball Raging Blast 2 and the latter came along with Dragon Ball Z for Kinect. Maybe they weren't dubbed because they thought these games wouldn't sell that much to compensate for the higher cost?

Tarble is still lucky, though. Made a playable character meant getting his own English voice actor. Poor Chilled, Abo and Cado.

Sometime they do. Riding Bean notably got an English dub(and a pretty good one at that), though the fact that it was actually set in the USA(Chicago specifically) probably helped as that was one instance where English voices were arguably more appropriate.
