If you look really closely at Goku’s hair color in the manga when he’s fighting Whis in UI, then you can see that Whis’ hair is lighter than Goku’s. Toyotaro could always lift up Goku’s hair with each stage, and make it more and more Super Saiyan-like while keeping it distinct enough.

I was re-reading the last chapter and noticed the Johnny Bravo hairstyle of Whis, and wondered if that might be an indicator of the level of UI. Personally, I hope not, and Goku's UI growth is less explicit, but I can totally see Goku having white SS hair when climbing the ladder.
