I think people here made one major mistake, they took the "demon" term too literally.
"Demon" can refer to the species (like Dabura...) but it can also refer simply to an adjective. It can simply be an insult. If someone is a demon or demonic, it means that they are really evil, but it doesn't necessarily mean that they are biologically part of the Demon species.
For instance, DBZ Broly called himself the "Devil", but obviously no one would argue that he was actually a Demon and no longer a Saiyan.
If anything, it kind of makes sense that the Mafuba would work on Vegeta, when you think about it. Because Vegeta was really evil, he was extremely evil, one of the most evil mortals in the Universe, once. He slaughtered countless innocents and had no regards for anyone but himself and his quest for immortality. He razed entire Namekian villages to the ground. Even after getting a family on Earth, he still succumbed to evil yet again and slaughtered many innocents at the World Tournament. And he still has to atone for his sins. He has not redeemed himself completely. So he could count as "demonic", due to the many crimes he committed in life.
I think that you can consider Zamasu "demonic" because of his body count. Zamasu literally, undeniably, factually has the highest body count in the entire franchise, by virtue of having caused the death and complete destruction of every mortal in an entire timeline. In the end he was completely unhinged and insane. But I would still consider him a Supreme Kai. We know, from Toriyama's words, that the Makaioshin, i.e. the Demon Kais, are exiled upon birth to the Demon Realm. Zamasu was not exiled upon birth, and actually ended up becoming North Kai and Supreme Kai (the highest rank a Kai can attain). Which means that he was not a Demon Kai, but simply a normal Kai that went rogue. This is a fine distinction, but it is a distinction that should be made.
I remember that some people speculated that Fused Zamasu was turning into a Demon, when the first previews of ep. 66 came out. But it was revealed that he was not turning into a Demon, he was simply unstable due to being the fusion of a mortal body and an immortal body.
