So I got an update from Videoland, currently they are not sure when Kai will be available but they have acknowledged Ocean Studios, so hopefully the fan enquiries are starting to get the message across.

Here is what they wrote to me:

I guess we'll see on Friday what happens with GoAnime. Reminder they are due to premier a Dutch dub and will look into English if enough people want it as an option.
Do you have any info about international non-English broadcasts about the Dragon Ball anime or manga translations/editions? Please message me. Researching for a future book with Dragon Ball scholar Derek Padula

Who is Videoland? Are they in relation to goanime.nl?

Videoland are another Dutch streaming service, they can be contacted here. I don't think they are connected to GoAnime, dbzforeverUK was just told they would also be streaming Kai. I guess TOEI or a local distributor was shopping Kai around to different outlets in the Netherlands and both streaming services picked it up.

Nice. Hopefully they contact Ocean and start negotiations for the dub.

I am looking forward to this too. Dutches are lucky that this new dub will likely be based out of the original Japanese version.
A little too late but yeah, I've been officially active in Kanzenshuu for ten years :)

So GoAnime messaged me back, which was a pleasant surprise as I contacted them over a month ago.

Their response:
Hee, excuses voor het late antwoord, we waren eventjes kort bemand. Dragon Ball Z Kai staat er nu in volledigheid op. We hebben helaas niet de Engelse nagesynchoniseerde versie ivm licensing restricties.
As per Google Translate:
Hey, apologies for the late response, we were short staffed for a while. Dragon Ball Z Kai is now available in its entirety. Unfortunately, we do not have the English synced version due to licensing restrictions.
Can anyone in the Netherlands confirm? Is the Dutch dub available?

That sucķs, I guess the line in Periscoop's contract about a Dutch dub was just their generic license clause after all. Would have been nice though, as Dragon Ball has never been dubbed in Dutch before.

A Dutch dub would suck but not only that, the costs of dubbing the entirety of Kai would be extremely expensive for a product that has been marketed in English since it first aired in the Netherlands. Hell, we even got DVD and VHS releases of the Big Green Dub. I bought the Cooler movie and was surely surprised by that one.

Considering this I'm curious why Periscoop/GoAnime only licensed the Japanese version. Super Broly was released with an English track.

On one hand I'm happy because I would fear Periscoop may not be told about all their options and license the Funimation dub, thereby limiting the number of territories for Ocean Kai that aired the Westwood dub even more.

On the other... Kai is not as well liked subbed, so this may end up not being a very successful endeavour for Periscoop and could lead to less catalogue Dragon Ball content being released in the Netherlands in future.

I do know that Periscoop released a pretty bad version of the Broly movie on Blu-ray, so I don't have too much fate in the company. More options is always great though.
I'm also curious in general if the Japanese dub is more expensive or cheaper to license than the English dub, either Westwood or Funimation. I'd think that the English dub would still be the more popular option to license, due to it's accessibility so it's a bit odd we get a Japanese-only stream.
