Broly is iconic so he must have a soft spot, but furthermore, didn't he have a more complex characterization of the guy too? That Toei didn't allow him to properly write? (Unless I'm wrong) Maybe he's attached to that "what could have been" thus seeing Broly as his Magnum Opus.

I say Salagir (Dragon Ball Multiverse) and video games creators since early 2000's (DBZ Mugen 2) are much bigger fanboys, either have him be equal to Gogeta (Intros) have him overpowered like Arcade fighting games final bosses, or shove him up out of nowhere (Attack of Saiyans "secret boss")

But I heard Broly's backstory and Broly as a character were supposed to be much more complex than what the movie ended up being, but Koyama didn't have as much liberty to implement it.

I think he meant Broly was the one with the most potential. The strongest had he not been killed, because what was shown hardly places him as even stronger than the villains of his era.
Comparable to Cell in the first one, and in his second movie, Fat Buu's level at best.
I can buy that eventually, he could've surpassed Janemba, he is the only movie villain that can get massively stronger, but in those moments in time where he was part of the story, he was far from that.
It's also normal for the creator to have a soft spot for one of his creations, even if it's not the one that died with the strongest power level or against the strongest power up (A-13 required a SS Genki Dama).
The backstory, the characterization... I mean, Janemba has no mind, his power isn't even his; Bojack is a pirate; Cooler is Freeza without being Freeza... Broly has no rival in that department. Overall, he stands above the rest.
