It seems to me that if Raditz was into the whole saiyan warrior thing, and really believed in his placement in the class system... he wouldn't have bothered, because it wouldn't mean anything. Or so he thought.
Whereas Goku was free of any such cast system on Earth and finally decided that it was an exploited weakness too often.
Nappa and Vegeta, being elites, particularly under Freeza's close watch, would have been sure to eliminate weaknesses, as they were kind of... more independent, I guess?
