Concerning SSJ3 and Half Saiyans.

Ok: According to the daizenshuu, which took place prior to Goku Jr. and Vegeta Jr, Pan can't turn into an Oozaru or go SSJ because of her diluted blood. Obviously, like many other things, this got retconed.

I'd definitely say it is possible for half-saiyajin to be able to achieve SSJ3 at least. The Gotenks fusion (though technically in a field of it's own) shows that they could achieve it as they were half saiyajin... but 'ey what do I know. *Le shrug*

I alway subscribed to the idea that SSj3 needs some sort of magic- or otherworldly-powered boost to help it be achieved, i.e. Goku being dead and training in the afterlife, and Gotenks being a fusion.
