Well, a DVD has 480 lines of vertical resolution, whereas a Blu-ray disc has 1080. Also, Blu-ray (and HD-DVD) give producers much more room to implement creative menus, extras and so on. They're really quite nice.
It's not like it's a movie,

you can't notice background imaging and have a more realistic effect...why not just release it on regular DVD?
Because they already did? The movie's been out for ages on DVD. By doing the telecine at 1080p (ideally) it means you get sharper detail when played on any television (especially an HD display, whereas if it were 480i/p like a DVD then your display would have to upscale the image). Plus, Blu-ray uses different codecs (DVD used MPEG-2 exclusively), which
can work more efficiently and result in less macroblocking and so forth. Keep in mind this all is fully dependent on whether the discs and streams are authored competently.
However, you are right. If FUNimation is applying more DVNR to these films, it makes an HD release almost irrelevant. It would destroy any detail that could be gained from an HD release.
This is just beyond me lol
That's fine. For me, since seeing many of my favorite movies in HD, it's hard to go back. I'd suggest reading about the HD formats and sampling them in comparison to SD releases if possible. My first big test was watching Casino Royale on DVD, then flipping to it on Blu-ray. Both were well done discs, but the limitations of DVD even at peak made it a case of night and day. It also makes discs that aren't well made on DVD even more apparent (yes, I mean FUNi's DragonBall Z discs).
