Goku and the others were able to feel the energy of Dr. Myuu's creations and they were called "machine mutants", so I think they are organic to some level.
Of course, they were able to feel normal #17 and #19 energies too in GT, so it might not mean much...

17 was clearly not "normal" in GT.
Somehow the building of his counterpart in Hell also zapped his free will and individuality.
I think Super 17 is supposed to be one of Myuu's "Machine mutants" or, IIRC, machines with organic-like systems that are still actually mechanical.
