Except the Aryans weren't supposed to be Japanese. And Super Saiyans don't have blue eyes. I'm thinking that what he meant was that the Japanese were our enemies and allied with the Germans during WWII. However, it wasn't the type of alliance where they were a team. It was more, "Hey, we know you want to conquer this area of the world while we want this other part. We'll leave you alone to do your thing if you let us do ours."
