Just tossing this one out there cause I'm not sure myself, but could he be from movie 12 when there are just a buch of past villians? Maybe a split second type shot or whatever.

No Unfortunately he is not from the lost episodes i have seen them before in spanish he looks like
Lord slugs men since hes using that weird armor with the pipe going to hes body so he could be cooled off since slugs men cant survive with out cold air

Toriyama's World needs to finish the damn oneshot. It's been several years since they posted chapter 2 of 3. Mangasuki (or manganews.net if you have to call it by what it really is) doesn't know the thing exists.
