There's a lot of ways to do it but one thing's for sure, Goku and Friends will be heavily involved in this as it's being made as the franchise's biggest movie so not having them will be a massive box office mistake.

Yamoshi didn't turn SSGod so he never was the first SSG. It surprises me how many people get that wrong. He was the first SS and his spirit is the reason the SSG ritual is possible.

They won't have the guts to do it because they know a multi million budgeted Dragon Ball movie that doesn't have Goku, Gohan, Vegeta, Piccolo etc in it will flop.
They wouldn't be stupid enough to make a One Piece movie without the Straw Hat Pirates. Hopefully they won't be stupid enough to make a Dragon Ball movie without the Z Fighters.

Please, Vegeta is not even the main character, they could do a movie without him just fine, I'm mainly talking about Goku, but I would praise Toriyama/Toei if they end doing it without the main cast.

If they don't think Vegeta can hold a movie without Goku given his popularity and establishment, why would they with someone completely new ? No Goku=No $$$. Sure it'll make $$$ but nowhere near as much as it will with Goku.

That's what happens when Goku, Vegeta or Gohan aren't in your movie and that at least still had some of the other major characters in it. Resurrection F saw a big uptick at the box office, possibly largely in part in bringing back another major character.
So what do you think would happen if they made a movie with none of the major characters? It'd take a severe hit. I can't seem them doing it nor should they.
